Evans, who joined the company earlier this year, will lead the sales and marketing teams to increase data access for their blue chip clients, which have included Orange, Renault and Lloyds TSB Insurance.
As its business development director Evans was responsible for development of Database Group's automated pay-as-you-go marketing scheme. He joined Database Group from Bath-based direct marketing agency The Response Team where he was business director.
Database Group has also announced the appointment of marketing manager Gavriel Shaw who will promote brand awareness of Database Group's email marketing service Database Group Interactive.
Database Group Interactive was rebranded earlier this year after a 2006 merger with Maestro Interactive.
Shaw has previously worked for clients such as Merrill Lynch, Xerox, Vodafone and the NHS.
Two new staff, Ben Christensen and Theo Osibodu will complete the new sales and marketing teams.
Neil Evans said "In these difficult financial times, businesses need to get closer to their customers and gain a better understanding of their needs."
In June Database Group added a financial services unit to its Bristol office to serve clients affected by the current financial crisis.
