The position was created following the sale of Red Bee Media, formerly BBC Broadcast, to Macquarie Capital Alliance Group and Macquarie Bank last August.
Summers will be responsible for Red Bee Media's marketing and business development across the company, and was chosen for her previous experience at O2, where she developed web-based marketing across the mobile company's product ranges.
John Pink, commercial director at Red Bee Media, said: "This new role is central to Red Bee Media's growth plans. Linda's significant experience in strategy, marketing and business development in the mobile industry makes her the ideal candidate for the position."
Prior to joining O2, Summers also held strategic marketing roles at BT and Cellnet.
Red Bee Media picked up seven awards at this year's Promax/BDA EMEA Awards in Vienna last week, including gold for BBC Two's 'Pedigree Comedy' campaign, and Best News & Current Affairs Promo for 'Russian Godfathers' and 'Panorama - Teenage Cannabis'.
Summers said: "Red Bee Media has already grown rapidly since it was sold by the BBC to the Macquarie Group last year, and is moving into a number of new and exciting markets."
The company launched its white label search and navigation tool, Sherpa, at the National Association of Broadcasters event in Las Vegas last month.
