Ma, a former media consultant at Vodafone, will start her role immediately, reporting to IPC's digital head of programme management, Tara Lee Whitaker.
She will have responsibility for the publisher's social media deployment and will work alongside IPC's publishing, editorial, marketing and technology teams.
IPC, like its magazine rivals, has rolled out social media channels across its range of brands, which include NME.com. nuts.co.uk and goodtoknow.co.uk.
