Fuller was named managing director of IPC Ignite! following the departure of Tim Brooks to be managing director of Guardian Newspapers.
Smalley moves up from his current role as publisher of Nuts, one of IPC Ignite!'s titles. His promotion means he joins the IPC Ignite! board and reports directly to Fuller.

I'm very confident he'll bring all those qualities to his new and expanded role, and reinforce our reputation as the market leaders in publishing for men," Fuller said.
Smalley joined IPC Ignite! in November 2003 as managing editor on the launch of men's weekly Nuts. He had previously been group managing editor of Arena, Arena Homme Plus and Pop at Emap.
