Earlier this week, Brooks was appointed as managing director of Guardian Newspapers Limited in a surprise move away from IPC after almost four years in charge of Ignite!, which publishes Loaded, Nuts, NME and Uncut.
Fuller's promotion to managing director and to the IPC board is a reward for his record over six years at the company, which includes launching men's weekly Nuts as publishing director in 2004.
Fuller began his career as a journalist and eventual editor of music weeklies Sounds and Record Mirror, before cutting his teeth as a publisher on Kerrang! and subsequently on Emap's fashion industry titles Drapers Record and Menswear in the early nineties.
In 1994, he became publishing director of Dennis Publishing's men's and music group, launching Maxim in 1995 and Stuff in 1997.
Sylvia Auton, IPC chief executive, said: "I am genuinely delighted that Eric will be joining the board. His contribution to the success of IPC is there for all to see and his knowledge of and experience in the men's market is second to none."
Brooks' departure also left vacant the chairmanship of IPC parent Time Inc's Australian publishing arm, Time Inc Sopac, which publishes Bride to Be, In Style Australia and Time Australia among others.
This additional responsibility has gone to Philippa Brown, the managing director of IPC's TV listings division TX.
