Lloyd will be responsible for the launch of 's UK business database and will spearhead the company's new venture into business-to-business marketing.
He joins with years of experience in the UK business information market, having held senior roles at both Dun and Bradstreet, and Experian.
Lloyd was managing director of Experian Business Information, but resigned in November 2006 to launch a B2B specialist agency called Cyance.
He set the company up in June 2007 with Shane Redding, owner of consultancy Think Direct, and Mike Housley, former managing director of LBM's business data division.
Vin Gupta, chief executive of InfoUSA, said: "Richard is a business-to-business database specialist with over twenty years experience in the application of data in business-to-business marketing.
"He has exactly the right experience, expertise and commercial acumen to ensure InfoUK.com becomes a major player in the business list market."
InfoUK.com's UK business database, which is due to launch later this year, is aimed at meeting the needs of list brokers, agencies and SMEs.
It will initially provide the contact names and addresses of more than 2.5m actively trading businesses, along with more than 3m business contacts that can easily be sorted by industry sector, size of business, and geography.
At Cyance, Lloyd's departure has led to Housely taking the role of managing director.
Housley said: "Richard has done a great job in helping us to take Cyance so far in such a relatively short space of time. I know it was a very difficult decision for him to leave at this stage and wish him every success in the future."
