Cyance has also been charged with providing IBC with marketing support, including developing email campaigns.
Exhibitors at IBC, which attracts about 50,000 visitors and 1,300 exhibitors every year, now have the option to buy data from the event organiser's 2009 pre-registration database, which they can use to target decision makers in the electronic media sector.
In addition, IBC and Cyance are making the 2008 database available to third parties who want to target the media sector.
According to IBC, 30% of the attendees of last year's event were directors, owners or CEOs, 74% said they intended to purchase goods or services at the show, and 47% were decision makers.
Mike Housley, founder of Cyance, said: "Having access to an up-to-date, targeted and relevant database is fundamental for any successful marketing campaign.
"IBC's database will be incredibly valuable to those who use it properly. For the exhibitors, pre-show marketing is crucial to maximise their success at the event.
"Targeting pre-registered visitors prior to the show to promote products, services and ideas will increase the chance of companies visiting their stand at IBC 2009."
IBC takes place between September 10 and 15 in Amsterdam.
