His appointment comes after a lengthy search to find an experienced head to strengthen the management team of its Manchester-based media operation.
The move follows the news that Universal McCann managing director Andrew Thomas is to leave his role to launch a new company, which will have a focus on digital marketing. Prior to running Universal McCann, Thomas ran its digital operation McCann-i.
Sue Little, McCann-Erickson Manchester chief executive, said: "Andrew has made a great contribution to the agency over many years. He has done a tremendous job at the helm of Universal and we are sorry to see him go but he is leaving the business in excellent shape."
She added: "Mike built two of the biggest media independents outside the capital and brings a wealth of experience."
The appointment coincides with the return of Universal McCann to Bonis Hall following a multimillion-pound redevelopment of the Prestbury site and the completion of The Oval, a two-storey glass building that sits adjacent to the original grade II listed 19th century Bonis Hall.
Williams stepped down from his role at MediaVest Manchester, the agency he helped to found and build, two years ago.
"There are very few roles that would tempt me quite as much as this one," Williams said. "This is an agency that competes with the best around the world and I'm looking forward to playing a part in shaping its future."
After leaving his role as managing partner of MediaVest Manchester, Williams joined Mike Baker, former ITV regional sales director and director of media and sponsorship at Manchester's Precise Communications, at his start-up Brandpower Communications.
Williams signed up as a director of the firm to work on a project basis.
