Tough, currently editor of fortnightly WebUser, will take over from What's on TV acting editor Peter Genower once a replacement is found on the internet magazine.
Genower, who stepped down from his role as editor of TV Times in January to take over on What's on TV, will leave IPC although it was unclear what his plans are.
Tough has been editor of WebUser since the beginning of this year, following the departure of launch editor Jim Lennox. Tough was previously executive editor of IPC TX -- the publishing company's TV listings division and parent of What's on TV.
He has also been editor of TV Times and BSkyB's customer magazine TV Guide, as well as launch editor of IPC's digital TV listing title TV & Satellite Week.
Genower took over as editor of What's on TV in January in a job swap with Mike Hollingsworth, who moved from the title to edit TV Times, Genower's former title.
Peter Genower was editor-in-chief of IPC’s weekly TV titles but took editorial control of the TV Times in 1999 when IPC made editor Liz Murphy redundant in a restructuring.
What's on TV's circulation fell 3.3% to 1,652,138 in the last round of ABC figures for the July to December 2001 period after it bumped up its cover price by 3p.
