Osher takes up the post immediately. She will be responsible for marketing across all four of IPC's TV titles and will report to IPC TX's recently installed marketing director Jemima Ransome.
Osher joined IPC Media in 1998 as marketing executive on market leader What's on TV and TV & Satellite Week. She was promoted in 1999 to the position of marketing manager on both titles. Before joining IPC, she worked for MAP, marketing soft drinks and beers.
Ransome said: "It is a well-deserved promotion. Emmy has made a fantastic contribution to TX and is a highly valued member of the team. We have some exciting plans in the pipeline for the coming months and Emmy will play a key role in their development."
Osher's promotion follows a string of marketing appointments at the publisher, which has been strengthening its marketing team under the leadership of group marketing director Philippa Brown.
