Euro RSCG, glue London and Hurrell & Dawson are understood to have been shortlisted for the £27 million 3 Mobile account.
The news follows the mobile operator's decision to move its business out of WCRS, following the appointment of marketing director John Penberthy-Smith in January.
The pitch is being handled by ISBA and an appointment is scheduled for early next month.
