The exclusive deal, which marks the first live streaming of terrestrial mobile channels in the UK, launches this autumn. ITV has granted an exclusive 3G mobile licence to 3 for six months.
It will reach 3.5m users of 3's network, which has the potential to reach 89% of the population.
The mobile company was the first UK operator to bring TV content to mobile and also the first to stream live TV and live music gig to mobile. It has also launched its own made-for-mobile TV channels.
ITV chief executive Charles Allen, who is expected to announce his resignation ahead of the broadcaster's interim results on Wednesday, said: "Today is a real milestone in the development of TV on the go and with ITV's new broadband channel coming soon, viewers will be able to access ITV's great content wherever, whenever, and however they choose."
