The show, called MPops, will go out exclusively to 3 customers every Friday and is scheduled to run for seven weeks.
The first edition will be hosted by singer Simon Webbe, former member of boy band Blue, who will run through the week's top-selling tracks.
MPops will also feature a video preview, an interview and a behind-the-scenes feature from a gig.
3 customers will be able to download tracks featured in the show and take part in competitions.
MPops is the brainchild of production company Inventa, whose made-for-mobile credits include Pete Tong's 'Fast Trax' and 'Jamie Oliver's Mobile Kitchen'.
Graeme Oxby, 3 marketing director, said: "'The Top of the Pops' audience hasn't disappeared - they simply aren't sitting in front of the TV anymore. So instead of having to sit around waiting for the audience, we're taking a chart show to them."
