The 128kbps package, which is faster than the average dialup connection package, will allow internet users and customers of consumer division NTL Home to access the internet for a fixed price of £14.99 a month.
The new package is designed to compete with rival prices for dial-up 56kbps services and is below current prices for ISDN connections, which run at the same speed as the new NTL deal.
NTL also offers a 512kbps broadband service for £25.99 a month.
NTL managing director Stephen Carter said, "We were the first to launch free and unmetered internet with NTLworld and today, by launching this service at this price, we're shaking up the internet market again to help build critical mass of broadband homes."
