Clarkson takes up his new job on August 7. His appointment completes a team of four publishers at IPC Connect, the division that publishes IPC's women's weekly magazines, following a restructure.
The recent shake-up of IPC Connect's publishing operation saw the division's titles separated into four publishing sub-divisions: easy entertainment, mature, celebrity and classic.
Clarkson joins the easy entertainment section in his new role.
He will be working alongside: Oswin Grady, publisher of Woman at the classic division; Sally Hogg, publisher of mature title Woman's Weekly; and Andrew Kirkland, publisher of celebrity title Now.
Clarkson will report to publishing director Sandy Gale, along with Grady and Hogg. Kirkland reports to Now publishing director Sarah Fisher.
The move marks a return to IPC for Clarkson, who worked at the publisher for five years before joining Haymarket in 2000.
Clarkson originally joined IPC in 1995 as senior sales executive across the Connect weeklies. He was then promoted to advertisement manager and then sales manager at the launch of IPC's central sales operation.
He also worked with the Connect publishing team in a secondment role, managing a number of projects including evaluating the feasibility of creating a specials programme for each of the Connect brands.

"I am therefore absolutely delighted to welcome Niall back to IPC. Not only does he have a thorough understanding of the women's weeklies market, but he has also added entrepreneurial commercial business management to his skill set, which will be hugely beneficial in his new role."
