Dinning joined Future in September 2004 as an editorial consultant on Total Film and across the company's London-based entertainment group titles.
The group started looking for a new editor in March when Mueller moved to the new role of editor-at-large after six years at the helm.
Before joining Future, Dinning spent five years working on Empire, has written for The Face, Arena and FHM and was on the launch team for men's weekly magazine, Zoo.
"This is the most exciting year for movies in recent memory with 'Star Wars' recently released and 'Batman', 'War of the Worlds' and 'King Kong' all due out in the next couple of months.
"We plan to build on this year's success and have some amazing plans for the autumn and beyond. With Matt and the editorial team, I look forward to making Total Film the best it has ever been," Dinning said.
In March, Future announced it has plans to launch a new website, Total Film Online, with specially written web content featuring movie news, reviews, features and interviews.
The editorial changes in senior management come as the title looks to increase its readership with the the most recent set of ABCs for July-December 200 showing it was down 8.6% to 82,810.
