Although in the early stages of development, it is understood that the scheme would primarily target ex-pats and overseas supporters who choose to follow England as their second team.
In recent years, the global appeal of the Barclays Premier League, combined with the high profile of England players such as David Beckham, Wayne Rooney, Michael Owen and John Terry, has given the national side a huge foreign following.
The FA now hopes to capitalise on this, despite the team's failure to qualify for Euro 2008. It has approached several direct agencies regarding the development and promotion of the scheme.
The FA already has a successful domestic membership scheme called englandfans, which offers priority booking for tickets to England matches as well as discounts. The FA reserves 45,000 tickets for England's fixtures at Wembley Stadium for englandfans members. To obtain tickets for away matches, fans must sign up to the englandfans+ scheme, which has more then 25,000 members.
Under the two schemes, members are also entitled to a 15% discount off all purchases made at the official England online store. They also receive monthly communications from the FA
and, on joining the scheme, are sent a welcome pack, which includes an official guide to the England football team.
