Miller, who is a former Emap chairman, is due to step down in July 2003. He has disputed claims that he is just filling in until someone can be found, but he is widely seen to have been thrust into the role to steady investors' nerves following Hand's exit after Emap's heavy losses when it sold its ill-fated American business.
Hand was widely blamed for paying too much when he signed a deal to buy US magazine group Petersen for £720m. It was sold earlier this year for £365m to Primedia, leaving Emap with a heavy loss.
The news that Emap is stepping up its search comes after Hand was last week appointed as a special adviser to Hachette, Emap's main rival in France.
His new role will see him become special adviser to Hachette president Gerald de Roquemarel. Hand will work on new title launches in Australia, the UK and France, and could end up working with former Emap colleagues, because Emap publishes Elle and New Woman in France in a joint venture with Hachette.
