Digital & Direct: Carter says Virgin Media's broadband not enough

Stephen Carter, the government's communications minister, has insisted that Virgin Media's planned broadband roll-out will not create universal digital access in the UK.

Speaking at the National Endowment for Science, Technology and the Arts conference last week, Carter said he 'contested' the claims of Virgin Media's chief executive, Neil Berkett, that take-up of digital services would be created purely by the commercial players. Berkett had argued that services would be developed by 'execution, not writing huge volumes on what could be'.

However, Carter argued that 30% of the country would not be covered. He said: 'I'm not prepared to leave them behind. It is not an option to say that we will find a mop-up solution.' He added that there needed to be a marriage between private sector and public policy, rather than 'letting media companies get on with it'.
