Raworth began his career in 1994 writing features for FHM and his most recent role was deputy editor of Loaded between September 2003 and September 2005.
He worked on the launch of I Feel Good's film title Hotdog in 2000 and men's title Jack in 2002.
After that he edited Bizarre for almost a year, during which time IFG was sold to Dennis, before being poached by new Loaded editor Martin Daubney.
Raworth and Daubney had worked together at News International's magazine development team in the late 1990s.
New launches at Dennis are handled by new product development director James Carter, to whom Raworth will report.
"Ben brings a wealth of experience to this newly formed department and some great enthusiasm and energy that will help creatively kick-start many new ideas," Carter said.
Raworth hinted that a magazine would not be the automatic choice of format for new launches.
"I'm excited not just with the idea of developing new ideas and pushing them to launch, but also by the prospect of developing the most appropriate channels to connect with our target audiences."
Dennis's most recent magazine launch was Poker Player last September. It also introduced an email version of its gambling magazine Inside Edge to coincide with the World Cup this summer and is about to launch Maxim for mobile phones.
