However, Liverpudlian Scott, who enjoyed several brief kisses with blonde yoga beauty Nush before she was evicted, is his closest rival.
Bookmakers Ladbrokes have made Scottish Cameron, a fish trader from Orkney, odds-on to win at 1/2 with Scott just behind him at 2/1.
Last week, Cameron survived the public vote when Nush was voted out with 951,512 or 66.87% of votes compared with 471,346 or 33.13% for Cameron.
With almost 1.5m votes in all, last Friday's vote was the biggest of 'Big Brother 4', which drew an average audience of 4.9m.
However, Irishman Ray, who was an early favourite, is still thought to have a chance with odds ranging from 8/1 to 10/1. The fourth contender is Midlander Steph, who has used tears to ward off nomination, during her stay in the house. She is a rank outsider at 33/1.
Ladbrokes spokesman Warren Lush said: "Support has poured in for both Cameron and Scott, it looks like a two-horse race. Bookies are cheering on Scott as Cameron will lose us thousands."
He added: "Punters have made a small move for Ray, but he is currently not a threat to Scott and Cameron. In contrast, bookies are looking for someone out there who thinks Steph can win. We have pushed her odds out to 33/1 from 20/1 to try and tempt people to bet on her."
Friday night's show is the finale of the fourth series, bringing an end what has been seen by many as the most lacklustre performance by the reality TV show to date.
