COI Communications has awarded the planning business for the VisitBritain domestic tourism campaign to Zenith-Optimedia.
The move is in preparation for a major marketing campaign - believed to be in the region of £8m - from Visit-Britain to promote holidays in England.
The activity, from the former British Tourist Authority, will be developed by creative agency WRCS and break on April 23.
It is understood that the account was awarded without a pitch.
Neither COI Communications or Zenith Optimedia were available for comment.
Meanwhile, ZenithOptimedia has formed a joint venture company with Barkers recruitment and classified advertising company.
