Lazar has been named managing director of Connected Life, Yahoo's mobile and digital arm, which partly focuses on the emerging market of IPTV.
Formerly vice-president of commercial services in the Connected Life team, Lazar succeeds Geraldine Wilson, who leaves to become chief executive at Wi-Fi call provider Truphone.
Lazar will be responsible for Yahoo business and marketing strategy, as well as operations in the UK, France, Germany, Italy and Spain.
Yahoo said key mobile developments in 2009 include the updating of its mobile search function oneSearch to include voice recognition. OneConnect will launch on iPhones across Europe in early 2009, and rolled out over the coming months via downloadable mobile application Yahoo Go.
Lazar will report to David Ko, senior vice-president of Mobile, who cited his considerable experience in digital media and marketing, as well as his knowledge of the business, as key reasons for his appointment.
Lazar was one of the founders of CNN.com and launched CNN mobile in 1997, followed by rolling out Cartoon Network mobile services globally. He has also held a senior position at Time Warner, driving global strategy and mobile distribution for AOL and Turner Broadcasting System.
