Kramer, a former sales manager of the Journal in the US, replaces Isabel Metzler, who is leaving the company after more than 15 years to pursue other interests.
Metzler was appointed to the post in September 2001 after working at Dow Jones International Marketing Services for 14 years.
Kramer has been at AOL UK as sales director for the last two years. Before that, he was associate regional sales manager for the US western region for the Wall Street Journal newspaper, based in San Francisco.
In his new role, Kramer's main task will be to increase the European title's market share by developing new ad strategies and to coordinate global sales initiatives.
He will be based in London and report to Rien van Lent, managing director of WSJE.
