Elvis, the direct marketing agency, is overhauling its management line-up in a move that will see David Bainbridge, the vice-chairman of its sister Cossette agency MCBD, become the joint chief executive alongside the co-founder Martin Semmens. MCBD's planning director, Carl Ratcliff will become the executive planning director, while Elvis' co-founder Mark Leversedge will leave the agency to take a central strategic role within Cossette. The creative director Carl Eatson is also departing, leaving John Treacy and Ben Clapp as the remaining CDs. The IPA has boosted its legal team by appointing Richard Lindsay as its new legal director and India Forsyth as a senior legal manager. Red Bee Media has appointed Frazer Jelleyman, the David & Goliath executive creative director, to the role of group creative director. Foreign exchange specialist Travelex has hired Philip Hanson, the former HBOS marketing and ecommerce director, in the same role. Hanson, who left HBOS last year, will be responsible for developing global marketing, CRM and ecommerce activities across Travelex's network of 800 worldwide. ()
ABTA, the travel association, has named Victoria Bacon as its new head of communications. Bacon replaces Casia Zajac, who held the position from 2008. Bacon, who takes on the role from January, will report to ABTA chief executive Mark Tanzer. ()

JCDecaux Airport has bolstered its marketing division with the appointment of Liz Ross Martyn, head of marketing at Digicom, as head of marketing communications. Martyn will manage a newly appointed team, including senior strategist Fraser Hynes, who joins from CBS Outdoor and marketing executive Korina Glass and senior designer Emma Dean. ()
Ofcom is being forced to shed up to 170 staff, nearly one in five employees, and slash its spending by £30m as part of swingeing cuts to meet the public sector deficit. The proposal means 170 of Ofcom's 870 staff members will exit and those affected have now entered a 90-day consultation period. ()
Channel 4 has appointed Angus Mitchell, currently head of creative solutions at Ids, to the role of business manager, third party sponsorship sales with responsibility for the UKTV portfolio. Mitchell will report to David Charlesworth, Channel 4’s head of sponsorship. ()
