Trading Places: This week's people moves in advertising, marketing and media

The government cutbacks dominated this week's people news and had an instant effect on the marketing communications market, with Ofcom announcing it will shed 170 jobs.

Sandy Thompson is moving to Y&R New York as global planning director following 15 years at Saatchi & Saatchi. Thompson replaces John Gerzema, who is moving to Y&R’s brand strategy unit Brand Asset Consulting as president. (±±¾©Èü³µpk10)

The Advertising Standards Board of Finance has appointed James Best, the former BMP DDB chairman, as the new chairman of the Committees of Advertising Practice. Best replaces Andrew Brown who is retiring from the role from the end of March next year. (±±¾©Èü³µpk10

Starcom MediaVest Group has appointed Matt James, the former managing director of OMD International, as the managing director of its Starcom UK division. The appointment of James is part of a wider restructure of the group that sees Alastair Bannerman, the current managing director of Starcom UK, move to the role of chief client officer across the group. Elvis, the direct marketing agency, is overhauling its management line-up in a move that will see David Bainbridge, the vice-chairman of its sister Cossette agency MCBD, become the joint chief executive alongside the co-founder Martin Semmens. MCBD's planning director, Carl Ratcliff will become the executive planning director, while Elvis' co-founder Mark Leversedge will leave the agency to take a central strategic role within Cossette. The creative director Carl Eatson is also departing, leaving John Treacy and Ben Clapp as the remaining CDs. Two of the three managing partners, Mike Cullis and Emma Timbers, will remain in place, while Craig Morgan will leave the agency. (±±¾©Èü³µpk10

The IPA has boosted its legal team by appointing Richard Lindsay as its new legal director and India Forsyth as a senior legal manager. Together they will form part of a four-person team that also includes the senior legal manager for employment Juliet Bawtree and the legal associate Rebecca Chong. (±±¾©Èü³µpk10)  

Red Bee Media has appointed Frazer Jelleyman, the David & Goliath executive creative director, to the role of group creative director. He will replace James Spence, who has returned to the US for family reasons and taken up a senior creative role for the Syfy business at NBC Universal in New York. (±±¾©Èü³µpk10

G2 has appointed Bobby Hui, a former Saatchi & Saatchi head of planning, to the role of executive planning director. In his new role, Hui will report to Tim Hipperson, the UK group chief executive. (±±¾©Èü³µpk10

Marketing

Foreign exchange specialist Travelex has hired Philip Hanson, the former HBOS marketing and ecommerce director, in the same role. Hanson, who left HBOS last year, will be responsible for developing global marketing, CRM and ecommerce activities across Travelex's network of 800 worldwide. ()

ABTA, the travel association, has named Victoria Bacon as its new head of communications. Bacon replaces Casia Zajac, who held the position from 2008. Bacon, who takes on the role from January, will report to ABTA chief executive Mark Tanzer. () 

Media 

JCDecaux Airport has bolstered its marketing division with the appointment of Liz Ross Martyn, head of marketing at Digicom, as head of marketing communications. Martyn will manage a newly appointed team, including senior strategist Fraser Hynes, who joins from CBS Outdoor and marketing executive Korina Glass and senior designer Emma Dean. ()  

Ofcom is being forced to shed up to 170 staff, nearly one in five employees, and slash its spending by £30m as part of swingeing cuts to meet the public sector deficit. The proposal means 170 of Ofcom's 870 staff members will exit and those affected have now entered a 90-day consultation period. ()

Channel 4 has appointed Angus Mitchell, currently head of creative solutions at Ids, to the role of business manager, third party sponsorship sales with responsibility for the UKTV portfolio. Mitchell will report to David Charlesworth, Channel 4’s head of sponsorship. ()
