Chris Reed, managing director for SP Partnerships, claimed that the hirings would enable the agency to integrate Chambers' and Stern's core expertise across the group.
Chambers left The Evening Standard last August less than a year after the London paper poached him. He joined from Charlton Athletic where he was commercial director but is best known as the former head of external marketing at Marks & Spencer where he was responsible for a £25m budget.
Stern's career includes running BT's product and retail marketing following a move to Coca-Cola as European promotions director. His last client-side position was group marketing communications director for Colt Telecom, which he left in 2002 to set up Promoveritas, a provider of promotional verification and marketing services to companies such as Unilever, Coca-Cola and Budweiser.
SP Partnerships is the marketing and promotions arm of SP Holdings. Its client list includes The Times, the Daily Mail, the Evening Standard and Eurostar.
