Foote replaces Graham Hall who left the agency in June after just eight months in the role. He takes up the position early next year.
The move sees Foote reunited with Jim Marshall, the chairman of Starcom Media-Vest Group. Foote spent six years working alongside Marshall at MediaVest as the agency's strategy director but he left in February 1999 to oversee the UK launch of the marketing consultancy Hudson River Group.
"I'm a massive fan of Nigel -- he's very bright. His overall brief is to facilitate the Fuelling Brand Power proposition through developing consumer strategies, and the measurement of accountability and the value advertising can achieve," Marshall said.
Foote added: "This is a challenging, wide-ranging role that allows me to drive strategic thinking, resource and analysis to deliver unique brand-building insights for an unrivalled range of clients."
