It is not known why he has left the company, which hired ex-Clear Channel boss Julie France as managing director in March.
At JCDecaux Airport, Quartly was responsible for both the agency sales team and the team that focused on specialist poster agencies.
He joined in August 2006 from UTV Radio where he was commercial director and in April played a key part in unveiling JCDecaux's plans for Heathrow Terminal 5.
He replaced Lee Lawrence who spent 13 years as sales director.
Quartly joined JCDecaux after just six months at UTV where he was responsible for flagship speech station TalkSport as well as its 17 local radio stations. At the time of his hiring he was described by managing director Scott Taunton as having a "crucial part to play in enhancing our audiences and commercial opportunities".
His position at UTV was made redundant in 2006 when sales director Adam Bullock had his role expanded to incorporate the commercial director's responsibilities.
Quartly joined UTV from Emap where he had worked as managing director of SIRS, Scottish Radio Holdings' London sales house. He is also a former board director of the Radio Advertising Bureau.
In May 2006, before Quartly joined the company, JCDecaux Airport retained the £500m, 10-year BAA advertising concession, a deal that officially began in April this year and runs for seven years, with the option to extend it by a further three years.
It includes 1,700 poster sites at BAA's seven UK airports - Gatwick, Heathrow, Stansted, Glasgow, Southampton, Aberdeen and Edinburgh - and includes the sites at Heathrow's Terminal 5, which is set to open in March 2008.
Earlier this year the division unveiled its digital strategy for the terminal site, showing 280 state-of-the-art screens including four giant light-boxes and sites at the entrance to the terminal.
Quartly declined to comment when contacted by Media Week. JCDecaux Airport has yet to announce his replacement.

LONDON - JCDecaux Airport sales director Phil Quartly has resigned his position without a job to go to.
