He will be tasked with heading up the operations teams including the 1,200-strong CATI team, data processing, field and IT.
In addition, he will be responsible for maximising Quastor's capabilities by exploiting new market research technologies, which are to play a prominent role in the advancement of data collection and market research.
Hulmes brings with him 16 years of IT, system and business process experience, including consulting, developing and delivering for major blue-chip clients, including the Royal Bank of Scotland and Littlewoods Leisure.
He previously worked for the Oracle Corporation, Xicon and was the co-founder of SysExcel before joining Broadnet as managing director.
Anne-Marie McDermott, managing director of Quaestor, said: "Steve has extensive knowledge of IT and software systems, which I believe we can utilise to further develop and embrace the emergent technologies that are ultimately giving market research more teeth."
