
The telecoms and media regulator is opening a consultation on the proposals, which state that BT should be able to set the prices for wholesale access to its fibre lines.
Ofcom expects to make a definite decision in the autumn, and is proposing that within three months of that decision, BT issues a draft offer of information to rivals about the available capacity and quality of its ducts and poles.
Ofcom believes the proposals will further the development of super-fast broadband by promoting investment and competition.
It has also recommended that in areas where consumers only have access to slower copper-based broadband services provided by BT, there should be local price controls.
