
The consortium was drawn up following recommendations contained in the Government's Digital Britain report in June and is one of a number of initiatives designed to encourage the take-up of digital technology.
Ofcom's partner for content and standards, Stewart Purvis, is chairing the consortium, which will provide information and support to the public.
It is open to any organisation and has been launched by Ofcom chairman Colette Brown and minister for Digital Britain, Stephen Timms.
Separately, Ofcom has published a report claiming that since 2007, there has been "considerable growth" in the household take-up of the internet among adults over 65 and those in low-income households.
