Goddard will join the company from Digicom where he is currently executive chairman. Prior to Didicom, Goddard was chief executive of CBS Outdoor's International division. He has also worked for companies including Viacom, Metro Advertising and Maiden Outdoor.
Ocean Outdoor media sites include the IMAX cinema and Europe's largest media wall in Liverpool.
Goddard said: ‘I look forward to helping Ocean with its plans to develop its portfolio of iconic sites.'
Ocean Outdoor chief executive Damian Cox said: ‘Tom possesses an unrivalled understanding of our business and has sold outdoor media across a number of high profile companies in the advertising sector.'
