In his new role, Carter will support ad director Clare Dove, who was appointed late last year from IPC Southbank where she was group ad director.
Carter, who joined MGN in 2000 as head of client services, was promoted to display advertising director in 2002. In his new role, classified and regional ad sales offices will now also fall under his remit.
According to Dove: "With a portfolio of this magnitude, the support of a strong and talented deputy is critical. Dominic will be central to the success of MGN's advertising operation as we go forward."
Carter has 15 years' experience in the industry, including 10 years with News International. After a stint with NI in Australia he set up the sponsorship sales division for The Times Newspapers before moving to Trinity Mirror.
"I look forward to the challenges ahead of us in what I know is going to be a successful year for the department," Carter said.
Dove's appointment concluded an overhaul of MGN's national newspaper titles instigated by the Trinity Mirror chief executive Sly Bailey, who worked with Dove during her tenure as chief executive of IPC.
Dove was brought in to replace Neil Hurman, who left in August 2003 after three years with the company.
