The report into corporate governance is to recommend that the chairman of public companies should only be directors of one other company. The recommendation is designed to decrease directors' workloads.
Leighton, the former Asda chief executive and marketing director, is a non-executive director of at least four companies. He is Lastminute.com's chairman and non-executive director; a non-executive director of BSkyB; and a non-executive director of house builder Wilson Connolly and Premiership football club Leeds United.
The report, which has been compiled by former merchant banker Derek Higgs, will be handed to trade and industry secretary Patricia Hewitt for further action.
According to reports, the Higgs's report will be published with a DTI-sponsored report into auditing and will propose tougher regulation.
