The leaked document, dated November 21, 2008, suggests that Labour needs to build "independent" new media initiatives.
It reads: "To be successful requires development [of] both the party's official capacity -- and the building of a variety of 'extra' party, 'independent' initiatives.
"But this hasn't happened naturally and needs to be encouraged."
Labour's document also suggests the formation of a Labour version of Tory blogging site and a "high-profile, well-written, media savvy blog to rival" that of political commentator .
The document was created just three weeks after the url for "independent" anti-Tory gossip site TheRedRag.co.uk was registered.
Red Rag url, which is registered under the fictional name of Ollie Cromwell, was last week at the centre of the .
The site was the brain child of Gordon Brown's communications advisor Damian McBride and Labour digital blogger Derek Draper.
It was intended to carry stories smearing senior Tories in the hope that these would later be picked up by the press.
The plan led to McBride resigning and to Draper, nicknamed Dolly Draper, to consider resigning as editor of Labour community site .
Labour leaders, including Gordon Brown, have denied any involvement with Red Rag, which was to be modelled on blog.
