Celebrity chef Oliver, who recently made a Channel 4 programme campaigning against the conditions in which chickens are reared, will be the focus of the Richard Dunn Memorial Interview, chaired by Peter Bazalgette.
Iannucci, the comedy writer and producer behind 'The Thick of It', 'I'm Alan Partridge' and 'The Day Today', is to give the alternative MacTaggart lecture and has pledged to deliver "an optimistic and uplifting view" of the creative content industry.
The MacTaggart lecture itself will be delivered by ITV director of television Peter Fincham, the former BBC One controller who left the corporation last year in the wake of the controversy over RDF documentary 'A Year with the Queen'.
While last year's festival was dominated by the issue of trust and editorial standards, the festival committee chair, Endemol chief executive Tim Hincks, said the 2008 event would be "unashamedly upbeat".
Hincks said: "Don't believe the hype or the miserablists -- television and creativity are in great shape.
"This year the television festival promises to be the multimedia event of the year."
Other confirmed sessions include an address by American web commentator and consultant Clay Shirky on how social technologies are changing the media.
Another will focus on how to safeguard the future of public service broadcasting -- an issue currently being investigated by the regulator, Ofcom.
The Channel 4 chief executive, Andy Duncan, and BBC Vision director Jana Bennett have been confirmed as panelists on the PSB debate, which comes as C4 unveils its policy framework for the future and the BBC comes to terms with a lower-than-expected licence fee settlement.
The festival will also play host to a series of Dragon's Den-style sessions, hosted by Evan Davis, which will allow producers to pitch ideas to a panel of judges to stand a chance of securing development funding.
Controllers from all the major channels including Peter Fincham (ITV1), Jay Hunt (BBC One), Ben Gale (Five), Danny Cohen (BBC Three), Richard Woolfe (Sky One) and Julian Bellamy (C4) will be discussing their channel highlights and looking ahead to 2009.
The festival runs from Friday August 22 to Sunday August 24 and early registration has now opened.
