The report comprises a number of essays, which focus on three main areas. The first part debates how to drive economic growth while protecting rights and content, particularly in the case of public service broadcasters such as the BBC and Channel 4.
The second explores what should be available to consumers via PCs and the TV, and to whom it should be available. Part three examines the impact of future broadcasting and communications developments on society.
The essays have been researched and written by eight key figures including TV producer Peter Bazalgette; former ITV chief executive Sir Richard Eyre; film producer Lord Puttnam; and chief Rabbi Professor Jonathan Sacks.
