According to a report in the Financial Times, Google plans to create a research and development team in Europe to match the size of the search giant's team in the US.
Nelson Mattos, Google's new head of engineering in Europe, said: "I aim to grow the EMEA engineering team as big as the one in North America. This is why I joined.
"We are not seen correctly in Europe. My impression is that Google is seen as a big US company that is here to make money. There is a lack of understanding of how we work."
Google has not specified a time frame for the expansion but it is reportedly likely to be within three years.
The bulk of Google's employees are at its main headquarters in California. Out of 7,000 of the group's engineers, 500 work in Europe.
The news comes after last week's news that Google's founders Larry Page and Sergey Brin landed in the top 10 list of American billionaires, with an estimated net worth of $18.5bn (£9.2bn) each, according to Forbes magazine's latest survey.
After a 403% increase in the search giant's stock price over the past year, the pair are tied at number five on the Forbes 400 list.
