The changes centre on Emap Performance, which has until now housed Emap's music magazines, TV channels and radio stations.
It will see radio will become a separate division, with current radio head Dee Ford as its managing director and with its own board.
The rest of Emap Performance, including its ticketing operation and mobile phone content operation, moves into Emap Consumer Media to work more closely with major titles such as Zoo, Heat and Empire. Emap Performance continues to be headed by Marcus Rich.
Emap chief executive Tom Moloney said the changes would help magazines such as Max Power cross over to TV and the internet.
FHM is Emap's first non-music property to be turned into a TV format. Emap's seven other music TV channels are a mix of magazine and radio crossovers and new concepts. They are The Box, Smash Hits!, Q, Kiss, Kerrang!, Magic and The Hits.
An Emap spokeswoman said that the FHM channel would share a slot with Q and follow the same music video format, but the finer details would remain under wraps.
FHM is the UK's top monthly mens' magazine, with an ABC of 580,027 copies, more than double that of second-placed Maxim, which sells 234,183.
