Charkin, managing director UK of US-based BrightRoll, was former global vice-president of sales at Bebo.
He left the social networking website in January after almost two-and-a-half years with the AOL-owned firm.
BrightRoll, which was named the second-largest video ad network in the US, according to comScore's
latest figures, opened its first international office in the UK at the beginning this month.
The UK office will be led by Charkin, who will be responsible for developing its UK strategy and expanding its sales team.
BrightRoll aims to become one of the top 10 video properties in the UK over the next 12 months.
The video advertising network employs 30 staff in its US office, but is also opening offices in Australia, Canada and Mexico.
Chief executive Tod Sacerdoti said the UK office will be the biggest outside the US.
Since leaving Bebo, Charkin has been acting as a brand sponsorship consultant to Big Brother producer Endemol and adviser to Habit Industries, the social media and and interaction ad outfit.
Charkin has more than a decade of experience in online sales, having worked as regional sales director, EMEA, at MSN and UK sales manager at Lycos before joining Bebo. At Bebo, he built its sales business in the UK, Ireland, Australia and New Zealand.
BrightRoll claims to be the one of the biggest online video ad networks globally, with deals in place to sell across three-quarters of the top 100 websites in the US.
The company is a privately owned, venture capital-backed organisation with its head office in San Francisco.
