Livingstone, who will head the new agency, has international market research experience from senior roles at Food from Britain, Promar International and Key Note.
According to Livingstone: "There is a huge gap in the market for cost-effective consultancy from those that actually provide consumer information."
He said that the service provided by Enlightenment short-circuits the whole data collection/brand consultancy service to provide clients with a faster and more cost-effective picture of what is going on with their customers.
"Client companies decreasingly have the resource to do this in-house -- which is where Enlightenment fits in," he said.
Enlightenment has also announced internet bank Egg as its first client. Its analysts working with data from BMRB with provide research on what drives people to use Egg's services.
Mark Pearson, customer research and proposition director for Egg, said: "For Egg, consumer insight has to be fast and fresh and, because we have less time to commission, analyse and implement findings, we need knowledge that we can quickly get working to our advantage on the street."
BMRB is a key operating company within the KMR Group, and Millward Brown is among the largest market research agencies in the UK. KMR and Millward Brown are part of the Millward Brown Group, which in turn is part of Kantar, WPP Group's research, insight and consultancy arm.
