Philips' main role is to increase audiences through new licence applications and acquisitions at the right price. He will also strengthen external industry and regulatory relationships.
Philips said: "Commercial radio in the UK is about to enter a new and exciting chapter through consolidation, more new stations and the unleashing of further digital spectrum.

Dee Ford, group managing director of Emap Performance radio, said: "Mike brings to us an extensive regulatory background together with strong radio skills and a great desire to see commercial radio grow."
Philips will join the radio development team after completing his notice period with Ofcom.
Emap Performance owns 19 analogue stations including Kiss 100 and Magic 105.4, as well as 88 local digital stations.
Emap-owned rock station Kerrang! won the West Midlands FM licence last year after a competitive pitch against GWR, Scottish Media Group, Jazz FM and The Wireless Group.
The group recently launched a bid for a new FM licence in Edinburgh with local radio group Castle FM.
