The joint package, which will be sold under UBC's commercial arm, will include more than 170 commercial radio stations including Emap Radio, GWR Group, The Wireless Group, Chrysalis Radio, Guardian Media Group and UKRD.
Under the terms of the deal, the radio airtime sales of Emap's Trafficlink radio network will be combined with UBC's Traffic & Travel Network to offer advertisers the largest network packages in the radio industry.
Tim Bleakley, broadcast sales director at Emap Advertising, said: "With neutral sales representation via UBC, it allows the package to focus on growing revenues for commercial radio, offering superb value for advertisers."
The venture, to be launched on August 1, aims to deliver a weekly reach of 15m adults and more than 140m adult impacts, where impacts refer to the currency used by radio advertisers to value airtime sales.
Together with UBC's other network projects and the consolidation of Emap's Trafficlink network, its commercial division has increased its impacts by 44%.
Simon Cole, chief executive of UBC, said: "I am delighted that UBC and Emap have reached agreement in consolidating our respective traffic and travel network sales contracts. This will enable us to take full advantage of the continuing recovery in radio advertising."
UBC Media supplies content to radio, internet and digital television industries in the UK, in addition to owning radio stations and producing audio programming.
Emap Radio owns Kiss 100, Magic and Kerrang! among other stations.
