Gregory, previously Emap Performance's director of development, will oversee stations Kiss, Magic, Kerrang! Smash Hits, Q, Heat, The Hits and Mojo.
He will also continue to be responsible for Emap Radio's digital plans and the radio development team.
At the same time, Travis Baxter has been promoted to the role of managing director of Big City.
Baxter, former managing director of Kerrang! in the West Midlands, will take on the role of managing director of Emap's eight Big City stations across the north of England.
Dee Ford, group managing director of Emap Performance, said: "Travis' passion for radio and extensive experience of growing heritage stations in competitive markets will be key to creating real momentum in our Big City stations.
"Shaun will continue to back the teams capable of creating real national growth by pursuing new audiences through product enhancement and increased distribution."
Baxter will be based at Key 103 in Manchester and Gregory will be based at Mappin House in London. Both roles begin with immediate effect.
In the latest set of Rajar figures, released last week, Emap stations fared well.
Magic was also the only commercial radio station in London to boost its breakfast audience, which achieved a 7% increase to record a weekly reach of 651,000 listeners. It grew its share from 4.6% to 4.8% and its audience from 1.55m to 1.58m.
Kerrang!, the rock station, has 1.02m listeners across the country and Kiss 100 reaches 2.56m, making it bigger than Galaxy FM.
