The Chancellor joins a line-up of speakers including International Airlines Group chief executive Willie Walsh and former Pizza Express entrepreneur Luke Johnson at the event at The Brewery in London on 12 November.
The free conference for companies with sales of between £5m and £250m will focus on three issues facing SMEs: how to finance growth; how to make the most of technology; and how to find new export markets.
There will also be guidance on how business owners can improve their online sales at home and overseas, while digital experts will be providing social media and e-commerce advice.
Sponsored by Brother, EE and Business Growth Fund, the event also features speakers including former head of Goldman Sachs Asset Management Jim O'Neill; Brother UK managing director Phil Jones; and Julie Deane, the founder of The Cambridge Satchel Company.
The event has previously been held at Manchester Central, with the inaugural Festival of Business launching in September 2011, followed by a second conference in October 2012.
The National Business Awards will immediately follow the festival, and take place at Grsovenor House in London.
