In his new role Bulman will be responsible for ensuring that all Aegis Media companies share the same product infrastructure. He will be reporting to Mainardo de Nardis, chief executive of Aegis Media.
At News International, Bulman was responsible for all website operations across the media company's portfolio. Prior to that, he was chief operating officer of News International subsidiary Broadstream, and also spent five years in technology roles at Y&R/Wunderman.
De Nardis said: "The creation of the chief information officer role reflects the importance of advanced technology solutions to Aegis Media. By 2010, we expect two-thirds of all media consumed to be digital. As a result, we will continue to migrate our entire business towards technology-rich services."
Separately, Chantal Restivo-Alessi joins Aegis Group as head of strategy and corporate development. She has a brief to work with the group's executive and management team, identifying development opportunities including organic investments and acquisitions.
Restivo-Alessi takes over from Rob Myers, who has moved into Aegis' market research division, Synovate.
Her appointment comes amid speculation that Vincent Bollore, the biggest shareholder in Aegis, could sell off his 29% stake, leading to a takeover bid from one of the bigger ad groups, such as WPP.
