The TV show is being planned by Danny Hayward, Goody's ex-business partner, who has not yet secured a deal with any TV network. Goody has previously appeared in her own show on .
However, Hayward said that the stage musical would definitely go ahead and that he plans to begin holding auditions across the UK in three week's time.
Hayward said: "Jade was just an ordinary girl and the person who plays her will reflect that. The important thing is to give someone a break like she got.
"Her dream as a little girl was to be in a musical, so obviously when she passed away it felt fitting to do something like this."
Max Clifford, Goody's former publicist, said the project was just an idea at this stage, but that it was something that had "very strong potential".
If the production did go ahead, Clifford said he would help cast the lead role, alongside a panel made up of musical experts and people who were close to Jade.
Clifford last month revealed plans to make a movie about Jade Goody, who died of cancer one month ago at the age of 27. He has reportedly been in talks with several film companies.
