
Goddard will work as part of the Ocean Outdoor management team and its backers, the private equity firm, Smedvig Capital.
Goddard will help Ocean Outdoor develop its portfolio, and a spokesman said the decision to introduce a chairman was a reflection of Ocean "achieving scale".
He will remain in his current role as executive chairman of Digicom, the digital out-of-home sales house.
Prior to his seven-year stint at CBS Outdoor, which ended in 2007, Goddard was chief executive at Metro Advertising and Maiden Outdoor.
Goddard said Ocean Outdoor had made great strides since its formation and he was excited to be part of the continued development of a "dynamic player in the outdoor space".
Damian Cox, chief executive, said Goddard possessed an "unrivalled understanding of our business" and had sold outdoor media across a number of high-profile companies in the advertising sector.
Cox said Ocean Outdoor was looking forward to having access to Goddard's "wealth of experience" and believed this appointment showed the "continued ambition" of Ocean Outdoor to secure a "leading position at the premium end of the market".
