Murphy joined BBC Choice in 1999 and has been working on the plans for BBC Three since January 2001.
Murphy, who launched Play UK before joining BBC Choice, has also worked at MTV and production company Planet 24.
He joined the BBC in March 1997 as strategic development manager for the independent commissioning group, where he worked with BBC Two controller Jane Root.
Later that year, he was made BBC broadcast development executive and in 1998 launched Play UK, becoming the youngest channel editor in the UK at the age of 26.
BBC director of TV Jana Bennet said: "His plans [for BBC Three] are bold and thought-provoking and I, for one, can not wait to see them on air."
BBC Three was the last of the BBC's four digital channels to be approved by the government and was delayed for over a year after being criticised as not being distinctive enough from its commercial rivals.
It was finally approved by secretary of state for culture, media and sport Tessa Jowell in September.
