Starcom was appointed after an internal review as opposed to a competitive pitch.
Previously, Whitbread used up to 10 different agencies but decided a single agency appointment would better exploit its group-wide buying power.
Whitbread also owns Beefeater restauarants, David Lloyd Leisure fitness clubs and Costa Coffee.
Due to the consolidation, OMD UK has lost Premier Travel Inn, while Austin West Media lost TGI Friday, Beefeater and Brewers Fayre. BLM Clilverd has lost the David Lloyd Leisure work.
Paula Vennells, commercial director for Whitbread, said: "The incumbent marketing agencies have all done a superb job for their retained brands during previous campaigns, but we felt that we could improve our media spend significantly by utilising one key supplier."
The move comes into effect on July 1.
Starcom originally handled Whitbread's biggest spender Pizza Hut, believed to be worth £8m.
Whitbread recently revealed a pre-tax profit of £263.5m, with group sales up 6.8% to £2.1bn.
